The Governor recently signed House Bill 384 which allows a one-time opportunity for delinquent taxpayers to pay all back taxes without penalty in Fiscal Year 2016.

“This bipartisan legislation is a common sense solution to make sure that delinquent taxpayers pay what they owe by offering a one-time opportunity to settle their debts with the state,” Gov. Nixon said. “This legislation holds delinquent taxpayers accountable, while also generating additional state revenue for the upcoming fiscal year.”

House Bill 384 grants a ninety-day window, from September 1, 2015, to November 30, 2015, to allow  taxpayers that have delinquent tax bills to pay the full taxes owed without having to pay any additional interest, penalties, or fees.

The bill specifically prohibits amnesty for taxpayers who are the subject of any civil or criminal state tax-related investigations or litigation, and also requires that taxpayers stay in compliance with all state tax laws for eight years after signing the amnesty agreement.

House Bill 384 also allows the state of Missouri to enter into the Federal Vendor Debt Offset program with the United States Treasury, which will increase state revenues by collecting money that is already owed to the state by expanding the current offsets to include vendor payments.
